Blind man in Tokyo left puzzled after 2 election ballot tickets sent to his home

TOKYO -- A blind man living in the suburban Tokyo city of Machida received two entrance tickets to a polling station for the Oct. 27 House of Representatives election, even though he lives in a single-person household. The first one had an explanation with a Braille sticker, but the second one, which arrived two days later, did not. The Mainichi Shimbun investigated the reason for this.
The information was submitted by the man to the Mainichi via "Tsunagaru Mainichi Shimbun," a submission form for journalism on demand. According to the man, he verifies the content of mail that does not have Braille by using functions on his smartphone that take pictures of the mail, convert it to text, and then to audio. In some cases, he asks a sighted person to check the content.
This time he used his smartphone to determine that the second envelope was also an admission ticket. But he was unsure why he received two tickets. Thinking it might be a misdelivery, he asked an acquaintance to look at the mail in question via video call, and was certain that both envelopes were addressed to him. He became even more confused.
When a Mainichi reporter interviewed the Machida municipal election administration commission, it turned out that both tickets were correct admission tickets. There was no double delivery due to an error. The reason for this is that the latest lower house election was an "exceptionally short-term race." The House of Representatives was dissolved only eight days after the Shigeru Ishiba Cabinet was formed on Oct. 1, and the election was held 26 days later, both of which are the shortest times in the post-World War II period.
The city of Machida outsources the printing and sealing of admission tickets to a contractor. In previous elections, the city had the contractor separately provide the tickets for those who needed Braille, and the election administration commission affixed Braille stickers on them before mailing them out. This time, however, the deadline was short and it was difficult to get the contractor to separate them.
In the city, there are more than 100,000 households to which the tickets are sent, but of these, there are about 20 voters who need Braille support. There was no time to single out the envelopes for these people, so the election officials mailed the envelopes containing the admission tickets to all households at once. For voters who needed Braille assistance, election officials wrote the necessary information on blank admission tickets, including the name and polling venue, and then mailed them with a Braille sticker affixed to the ticket.
Therefore, all of the approximately 20 people who need Braille support have received two admission tickets. However, they did not include an explanation such as, "You will receive two tickets, but they are both correct tickets." The election officials said that they did not have time to prepare such an explanation in Braille. The person in charge at the election administration commission said, "The short preparation period is nothing but an excuse. We are very sorry that we were not able to handle the situation attentively."
When the reporter explained these circumstances to the man, he said, "I am relieved to have the mystery solved." He then appealed, "I want people to understand that the lack of time and the hectic situation puts people with disabilities in a position where they are vulnerable to confusing situations."
