South Korean investigators serve 2nd summons for questioning on Yoon

SEOUL (Kyodo) -- South Korea's joint investigation team said Friday it has made a second request for President Yoon Suk Yeol to appear for questioning next week in connection with his short-lived declaration of martial law, after he refused to comply with a similar summons two days earlier.
The Corruption Investigation Office for High-ranking Officials, one of the organizations forming the investigation team, plans to consider filing for a court warrant to detain Yoon for up to 48 hours if he continues to ignore its requests without valid grounds, according to Yonhap News Agency.
Yoon's declaration of martial law from the night of Dec. 3 was rescinded after six hours following a vote in the National Assembly.
His presidential authority has been suspended since lawmakers on Saturday passed an impeachment motion against him that was submitted by opposition parties that have accused Yoon of failing to meet constitutional requirements when he declared martial law.
The joint investigation team comprising members of the corruption investigation office, the police and the Defense Ministry asked Yoon to appear at the office's building in Gwacheon, south of Seoul, at 10 a.m. on Wednesday, Yonhap reported.
Prosecutors who were separately investigating Yoon over the martial law declaration said earlier this week they will transfer the case to the corruption investigation office.
The Constitutional Court, which has 180 days from Dec. 14 to decide whether to approve Yoon's impeachment or to reinstate him, said later Friday that a set of documents needed to initiate court proceedings have yet to be delivered to him days after the court sent them, according to a spokeswoman of the court.
The court said Wednesday that it had used various means, including the postal service, in-person delivery and electronic mail, but delivery of the documents had failed due to a lack of cooperation from the presidential office.
