West Japan special needs student filmed by schoolmates inside bathroom stall: educators

TSU -- A high school student with intellectual disabilities was filmed inside a toilet stall by two other male students in Mie Prefecture in October 2024, and the video was posted online, the prefectural education board told the Mainichi Shimbun on Jan. 31.
According to the Mie Prefectural Board of Education, the victim is enrolled at a special needs school attached to the prefectural high school that the two students who filmed him attend, and has since been absent from classes for a prolonged period. The special needs school recognized the incident as a "serious situation" based on the Act for the Promotion of Measures to Prevent Bullying.
According to the education board, the victim, then 17 years old, noticed slippers being pushed in and pulled out under the door while he was inside the toilet stall used by students at both schools. When he opened the door, the two students were standing outside it. One of them used a smartphone to record a video of him sitting on the toilet seat, which was then uploaded on Instagram.
The next day, another student reported seeing the video on social media. When questioned by the school, the two male students reportedly admitted to what they had done. The video was later deleted, and the education board has stated that, as of now, there has been no confirmation of the video being spread.
The education board plans to establish an investigation committee, including third-party members, as early as February to discuss preventive measures and other related issues.
